is there a plug in that makes it so any time i type in one paired character it will automatically close it

No I don't need somthing to automatically close html tags! Just these characters.

May be that abbreveations do the work for You: They are defined in "Global options | abbreviations" on a global or a per editmode basis.

In the same dialog You can say that abbreviations should be expanded automatically (by the space bar). In every case they will be expanded by the action "expand-abbrev" (menu edit... or shortcut).

Take a look at the user's guide in "using jedit | editing source code | abbreviations".
