redirect feature requests to tracker

In the feature requests forum it was said that feature requests are better posted to the tracker on sf.net.

So I think the forum should close and be replaced with a link to the tracker. Respectively the advice "Please do not submit bug reports to the forums ..." should be expanded for feature requests.

The SF tracker is the formal place to put feature requests and bug reports. But from my experience with the community site, many users are looking for features that exist already but they are unaware of, or asking about problems that are not really jEdit bugs. Of course, adding these to the SF tracker will ensure that jEdit developers will take a look at them, but I'm afraid they might flood the tracker with things that shouldn't be there. I think it's better to first have an informal place to post requests and bugs, and when approved, they should go to the tracker. I did so myself a couple of times before.
